some romney voters said hey, yeah, we should raise taxes on the rich. it seems there's a passionate fwrup of far right conservatives who are saying we don't want to raise taxes on the rich. and they seem to have an outsized amount of power in this discussion. because they are against compromise. they are super passionate. they will primary people who go against them and vote them out of office. is it that we have this passionate small minority that is kind of holding the whole process hostage to use a word from last term? >> i'm not sure it's a passionate small minority. i mean, it's the majority of the party. it's a core principle for the gop. it's one of the -- really one of the few core principles in kind of the post-cold war and post social issues kind of part of politics right now that brings them all together. it's very important for them to not have high taxes. what we're seeing right now is sort of, i think, and it's been a conjecture, but the orthodoxy on taxes which is very well enforced and policed by groups that, as you say, will primary republicans. the kind of core on

people indicated in their discussion, there could not have been a clearer difference between mitt romney and the president on this issue as noted a thousand times but hearing a congress saying my integrity means more to my party and he's a part of that party, what are we to make of that for speaker boehner? >> this is a time of struggle for the republican party. having lost the white house and lost key groups very badly they need to win to win a coalition that wins them the presidency. they're really asking themselves tough questions right now. there's a broad reset to me going on and the house republican conference, john boehner, the speaker, told them last year in the congress we don't have the votes to get what you want, telling the conservatives that. this year, eight fewer votes and he has to govern and wants a deal and not the difficulty so there's a classic establishment tea party division going on right now and if you don't help him out and cross the line, you will get punished. timing is terrible for john boehner. he wishes we wasn't involved in the negotiations but this is the

at harvard kennedy school where right this very minute senior campaign managers from the romney and obama campaign and every other campaign are being debriefed by top political reporters and it is interesting because obama clearly sees that he has a mandate out of the election on fiscal cliff issues. even though it wasn't a huge issue in the debate the white house is behaving like it has that mandate. what you have been seeing is republicans showing signs of flexibility and i am not just talking john boehner saying revenue is on the table. we have republican senators saying they will stand up to the grover norquist tax pledge. they're willing to break it which is pretty big news. we also have the influential member of congress, republican tom cole saying we have got to agree to extend the tax cut just for those people making $250,000 and below and letting the more wealthy be taxed. definitely flexibility but what you see from democrats is an unwillingness to do serious entitlement reform that would lead to reductions in spending. they want to kick the can down the road and do more of the
